The BlueStreak Connect management team has over 20 years of experience in providing technology solutions to the Public Safety market. We are committed to providing cost-effective solutions that assist Law Enforcement in having the information they require to insure the safety of the officers and to protect the public. Our experience has shown that although many large departments have the resources to support major software implementations and the subsequent maintenance of those systems, many small and medium sized departments do not.  As we continue to build the company, we will stay focused on providing solutions that are affordable for all sized departments, but are accessible to small and medium jurisdictions.

The Team

Steve Rodgers - Chief Executive Officer

Steve has over 15 years experience in the Information Technology arena. Prior to founding BlueStreak Connect, Steve founded and served as Vice President of Business Development and Strategic Partnerships of Efficient Forms, a proven technology leader in the business process management and form automation markets. While at Efficient Forms, Steve provided direction to the Efficient Forms team by focusing on increasing indirect  revenue by building VAR and other strategic partnerships in various  industries including Human Resources, Pharmaceutical, Telecommunications, Tax Compliance, as well as Real Estate.  Prior to Efficient forms, Steve developed and launched software and information service products for Tax, Accounting, Legal and business professionals for CCH, a Wolters Kluwer business. As the Product Manager for State and Local tax and accounting products, Steve was instrumental in the development and launch of esalestax.com, a software and information based product suite geared toward the tax and accounting professions. Steve holds a Bachelor of Arts in English from Drake University in Des Moines, Iowa, and a Juris Doctorate from Chicago-Kent College of Law in Chicago, Illinois.

Paul Smith - President and Chief Marketing Officer

Mr. Smith has more than 27 years of experience in the information technology industry. Prior to founding BlueStreak Connect, he served as Chief Marketing Officer for Netdelivery, a developer of Field-based Reporting and Analysis Software, which focused on the needs of Law Enforcement. Previously, he served as Vice President of Sales, Marketing and Operations at CresSoft Inc., a provider of eBusiness consulting services to Fortune 500 global organizations. He also served as Vice President of Sales and Marketing for Teamshare Inc., a developer of Web-based Defect Tracking and Workflow Management software products, where he grew revenue more than 300% in a two-year period and the sales and marketing organizations from 6 to 35 people. Prior to Teamshare, he was Vice President of Sales for Ziff-Davis education, a provider of technology training and consulting services to Fortune 1000 companies and independent training centers worldwide. While in this role, he grew revenue more than 250% in a four-year period and grew the sales organization from 12 to 60 people. He has also held field sales and sales management positions at IBM, Control Data Corp, and Software AG. Mr. Smith is a graduate of Fordham University.

Elena Castor - Vice President of Sales

Ms. Castor has over fifteen years of experience in technology sales and sales management. Prior to founding BlueStreak Connect, she served as Director of National Sales at NETdelivery, a developer of Field-based Reporting and analysis software focused on the needs of Law Enforcement. While there, she implemented a world-class selling system based on the Miller-Heiman sales process, and more than quadrupled domestic revenue. She has also worked as a Consultant for the KLA Group, where she developed strategic selling programs for Global 1000 companies and managed the implementation of these systems. Elena also served as Regional Sales Manager at Teamshare Inc., where she grew revenue in her region over 200% in a 2-year period. She has also held sales management and sales positions for Ziff-Davis Education, Careers Ltd. Inc., and Restaurant Equipment Inc. Ms. Castor attended the University of Northern Colorado.

Dr. Peter Scharf - Vice President of Federal Cooperative Agreements and Grant Acquisition

Dr. Peter Scharf was recently appointed Research Professor of Criminal Justice and Executive Director of the Center for Society, Law and Justice at Texas State University. Prior to coming to Texas State University he was for 13 years Executive Director and Founder of the Center for Society, Law and Justice at the University of New Orleans at the University of New Orleans.

Prior to joining UNO in l995 he served as the Director of Technology and Technical Assistance at the Police Foundation in Washington D.C. where he helped found the BJA Community Policing Consortium, developed the Risk Assessment Management System and served as consultant to the Governor’s Report on the Crown Heights Civil Disorder.

Dr. Scharf received his doctoral degree from Harvard University (Lawrence Kohlberg dissertation advisor-“Moral Atmosphere in the Prison”) and is the author of eight published books, including Badge and the Bullet, Towards a Just Correctional System, etc.

The Center for Society, Law and Justice (CSLJ)  has managed over 8 million dollars in projects funded by the Department of Justice including Managing Criminal Justice Technologies, Art of Performance Measures, Gunshot Detection, PSN Assessment of  the EDLA, Managing, The Gulf Coast Computer Forensic Lab project, Managing  Law Enforcement Integrity and a study of PREA prison rape risk factors.

Dr. Scharf  has been the subject of major media coverage related to New Orleans including PBS, NPR, BBC, NBC, ABC Nightline, NY TIMES, WA POST, CBS, , TIME, etc. He is currently conducting research related to national murder trends related to performance management and evidence based research models, technology based programs to control violent crime, and the assessment of prison sexual assault risks He presented these findings to the House Judiciary Committee in April and June of 2007.

Amanda Malone - Client Services Manager

Ms. Malone has over 20 years of experience in the information technology industry. Her expertise lies primarily in creating client service technology organizations to ensure smooth delivery of technology products and services to clients.  Prior to starting with BlueStreak Connect, she was President of Parallel Alliances, which focused on creating and modifying business processes to ensure scalability, reduce redundancies and enhance customer experience. She has also worked as a Consultant for the KLA Group, where she developed strategic selling programs for Global 1000 companies and managed the implementation of these systems. As Director of Client Services and Professional Services, Ms. Malone successfully started and managed client service organizations for both TeamShare (a web-based workflow management company) and Research Systems (a scientific data analysis and imaging company).  In both situations, Amanda created new revenue streams in the way of implementation, consulting and training services for Global 1000 companies, increasing both organizations overall revenue by 35 to 40% within a two year period.  In addition, she served as Lead Sales Engineer and Software Developer at IBM and Martin Marietta Aerospace. Ms. Malone holds a BS from University of Colorado at Boulder in Mathematics and Computer Science.
